The 1970s were a really popular time for government shutdowns:
Commentary by The Secular Jurist: The government shutdown that will likely occur tomorrow is directly the result of right-wing extremist ideology that is fundamentally opposed to the concepts of centralized governance, democracy, egalitarianism, and diversity. Furthermore, their authoritarian tactics of using the threat of a government shutdown, or worse yet – a financial default, to push an agenda which was soundly defeated in the last two presidential elections, are nothing less than hostage-taking and political terrorism.
Interesting I was not aware of other government shutdowns besides the one in the 90’s. You learn something new everyday.
